
In its latest interim report to the UN General Assembly, the Special Rapporteur on Torture focused on the use of solitary confinment, defined as "as the physical and social isolation of individuals who are confined to their cells for 22 to 24 hours a day." According to the Special Rapporteur, "the imposition of solitary confinement, of any duration, on juveniles is cruel, inhuman or degrading treatment and violates article 7 of the International Covenant on Civil and Political Rights and article 16 of the Convention against Torture."
